You are pretty dense - the first bullet is the total length of the call. It says he made the call from the truck - not that the entire call occurred while in the truck.

Two minutes into the call GZ says he's running - he's already out of the truck/getting out.
26 seconds after saying "he's (TM) running" the dispatcher asks if he's following.

You can get to or past the T in the sidewalk from where GZ parked in 26 seconds pretty easily - even a clinically obese fella like GZ.
