Of course he believes tax policy is the issue. It is right there in his dem talking points. It doesn't even occur to Koan that one of the reasons for the disparity in wealth/earnings might be the rent seeking of the privileged i.e. politically influential corporations, and the economic distortion caused by policies he advocates which has resulted in a system which more and more rewards unproductive activities at the expense of the productive. Koan has no ability to think for himself.
