There are many synergies working here, that are all Darwinian/Naturalistic for commiting to one city as "Holy" as we've seen in just that many other examples as the turning world of human cultures rising & falling. Centering the Christian Church in Rome did not hurt the property values then & now either, if you think it doesn't meld with unifying symbolic power & authority, control, economics, identity, you are being simple minded. (but we knew that already)
And very naturalistic all the way, Hebrews were just recording more of it then most others, it was one of their skillsets over others since they had only partly developed skills in other areas, the Greeks were even superior linguistically than they, Romans incredible builders, militarists & civil administrators etc etc.
