Hello Ed:

Cheapest silver miner I know of is ASM-ase, currently around $2.50 -> $3.00. It's called Avino Silver & Gold Mines - properties all over North America. Then there's Silver Standard (SSO-vse), currently around $5.50, and of course, the grand-daddy, Pan American Silver, with property just recently acquired in Russia, currently around $12.50.

If you want Gold Mines as well, there are none I can think of in the penny range. However, you may wish to have a look at Royal Oak Mines, a "shoe-string" operator, with many producing mines here in Ontario. It's not among the pennies yet, but heading there fast. Mainly because their mines are higher cost than usual - they buy defunct mines and get them into production, but spend as little as possible on the bells, whistles and wages. Their CEO is Peggy Witte - whom you may have heard of in the media. RYO-tse is around $1.60, and heading south fast. It trades around C$5.00 - 6.00 in better times for gold!
