Just leave off LTE and US spectrum bands (this saves money) and focus on the developing markets where Apple needs help.
I think this would be the right move for Apple to make. Avoid cannibalizing in the US and some other markets where they are doing relatively well. Just sell the cheapo version where customers are currently avoiding the iPhone because they can't afford it.
