They must have known long ago that they could yield 233mhz parts at 3.3V. It wasn't the PE's decision to make. They presented the data and Q&R described the risks. Management makes these kinds of decisions. Management was unwilling to accept the risks of shipping material at 3.3V until recently. They could have been shipping 233mhz parts all along if they would accept the risk. 3 months ago it wasn't worth the risk to ship these parts, today it is worth it. Something changed their mind. Device physics didn't change in the last 3 months. The only answer is desperation. EP
