The line you refer to "No one told Palin to say she could see Russia from her house" was a Tina Fey line (which she probably wrote) for an SNL skit. "I can see Russia from my house." It refers to the Katie Couric interview with Palin on the CBS Evening News or some other Couric interview of Palin on CBS, and the comment about how close Russia is to part of Alaska.
