USA began in 1776 with the declaration of independence, or maybe 1784 with the constitution. Slavery was banned here around 1865, give or take a few years.. That's less than 100 years (even if you decide that the USA began with the first Continental Congress in 1774 or the committees of correspondence in 1772. In any case it's much much less than 400 years. For the majority of its history, slavery has been illegal in the USA.

On the other hand, if by "USA" you really mean the territory currently occupied by the USA, then I would guess that slavery was practiced in this region ever since man first got here, maybe 10,000 years ago, depending on who you ask. In that case the "400 years" estimate is way too low.

Either way it's wrong.
