I doubt that's a fetus at 12 weeks..........for an example the eyes and ears don't move into place until week 14.......while the fetus in this photo looks like its eyes are already in place.

But let's assume this fake.....I mean this alleged photo of a fetus at 12 weeks is real.........many of its organs are not finished developing and its highly unlikely it will live.
