Restrictive is not INTENT Brumar!!! Perry is trying to abolish abortion (that is his intent!) any way he can; and if he has his way only four clinics will be open. He also vetoed planned parenthood. The other countries have legalized abortion, just different regulations. But the countries supports it as a woman's right and also have many operations like planned parenthood.
