Intentions need to precede results.

Not really. Its not just that people can stumble on to something, its also that people provide all sorts of benefits without really caring about the positive end result. As Adam Smith put it

"It is not from the benevolence of the butcher, the brewer or the baker, that we expect our dinner, but from their regard to their own self interest. We address ourselves, not to their humanity but to their self-love, and never talk to them of our own necessities but of their advantages."

Also we aren't talking about specific intentions, but emotions. How much someone "cares", that's what you go on about. But caring without skill and wisdom doesn't get you very far. While on the other side someone doesn't have to be all choked up with emotion and empathy, to realize what's a good policy that will be beneficial and to push that policy.
