You have to be 21 to have a concealed weapon permit in Florida. And you need training. You supply the authorities with copies of any criminal charges against you, then you need fingerprints and $117.

Given that he was found with burglary tools, someone else's jewelry collection, and marijuana in his bags at school, and had been suspended three times from school, it's not terribly likely that he would have avoided criminal charges over the next four years.
