Small things can function. Also even "small government" is still very large, at least when your talking about the government of a large nation.

If government, at all levels, where reduced to say 10% of GDP (instead of of something like 40%), it would still be around a trillion an a half per year.

Smaller government functions better because it can do what it does well instead of trying to do everything.
