Can't speak for the CIA but the USN gave massive support to Iraq escorting oil tankers thru the Straits to help fund his war against Iran.

At least that is what they told us. I was just an E-5 at the time and spent many months cutting holes in the Indian Ocean providing an ASW screen for the carriers.
