Protected Kuwaiti owned tankers helped protect the revenue of Kuwait. Since Kuwait was helping to fund Iraq's war effort, it indirectly helped protect the funding for the war.

But its a huge leap to blame the US for Saddam because of that. Even if it was direct US funding of Iraq's war effort (and it wasn't anything close to that) it would still be a stretch.
