Because that is what a neighborhood watch is supposed to do. That and not carry arms. Most real neighborhood watches have those as rules. In Richardson, they dismissed a guy for having a baseball bat in his car.

Their duty is to watch. Not play policeman. Someone can get killed that way.

Are you under some delusion that there is a vast neighborhood watch conglomerate that controls all of the neighborhood watchmen. And that the rules of neighborhood watch are somehow legally binding? do you think that GZ punched a neighborhood watch clock? that he reported to his neighborhood watch superiors? No! he was just a private citizen who drove around scheduled or unscheduled and watched for suspicious stuff. They are there to watch. Reasonably, watching could include following so that you can see where someone that you are watching is going. If he needs to get a street address and it is dark, it is reasonable to get out of one's vehicle and try to get a closer look.

You fools seem to think that, because GZ was a neighborhood watchman that somehow he gave up his normal civil rights. He's allowed to be there. He's allowed to get out of his car. It could be to follow or it could be to just get a street address.

I love it that in Richardson, they dismissed a guy for having a baseball bat in his car. I wouldn't be eligible for neighborhood watch because I coached little league for 8 years and had (and still have) baseball bats in my car all of the time. Sounds like the fools congregated near you.
