Few convictions doesn't indicate not a problem. Few indictments doesn't indicate not a problem. Few investigations doesn't indicate not a problem. Few cases of fraud (and to a lesser degree attempted fraud) would.

Few convictions can be because there are few criminals to convict, or because the authorities don't care or otherwise don't make the attempt to get convictions.
