Don't let your recollection of talking points get in the way of the facts.

Look at the budget for the years with the wars, and with Bush as president.

For example -

You'll see that the wars are there, whether its listed as "Winning the War on Terror", or "Overseas Contingency Operations"for each year.

Its "on budget" because its in the budget.
