1. He talked to 911. Here, 911 is part of emergency services. They told him not to follow. And he should have listened to them. If he had, no one would be dead.
2. Following a person is not illegal, but it's very aggressive- I wonder how you would feel if a man was tailing you at night as you walked home from the store.
3. Members of the public, unless they want to escalate situations needlessly, should not follow people, and should NOT engage people who they suspect of being bad 'uns. They should call in emergency personnel instead. People in the public are not trained to engage people they think are "suspects"- and when they play policeman, we get tragedies like this.

I would think the results of this encounter would convince anyone that mistakes were made. You need to think about how you would feel if you were walking home from the store and someone larger than you started tailing you. My guess is you wouldn't feel very comfortable. Let's hope it never happens to you. Or, if it does, let's hope neither of you has a gun. And I have to thank you for being rude and insulting. It made the decision to ban you so easy for me.
