Sooner or later, he is going to have to admit there is nothing to be done. There clearly is no basis for a civil rights prosecution, presumably a far tougher hill to climb than the criminal trial just ended.

His one out is to leave office and let his successor inherit the problem. Which isn't all that unlikely.
