Either works, there's no reason why morals, compassion, golden rules, restraint & conservation of energy shouldnt exist & emerge in a universe with gods or without them. What binds the tribe together, maintains unity & reinforces loyalty, cooperation & empowers leaders can be seen and are naturally emergent. Ancient Hindus, i mean Hebrews were taught by the Torah to love, help & cherish their neighbors but that included only fellow Jews , not non Hebrews.
Its pretty easy to see the motives here, Christianity gets more cosmopolitan of the soul later, we know these are direct influences of Hellenistic world & thought, actually it is totally Hellenistic thought , completely non Jewish, non Old Testament. So there you have, the best parts of your world & afterlife utopian ideology is pagan, or passed down from many cultural influences as part of a human continuum.
