There's not one of those quotes that was to apply to showing compassion to anyone outside the tribe, you walked into one of those villages (you can forget the great empire nonsense) and you would prolly with most certainty end up stoned to death. One law shall be to him that is homeborn and unto the stranger that sojourneth among you Yes homeborn, had nothing to do with outsiders, they were completely intolerant of anyone outside the tribe who were concisdered "unclean" so stop with trying to create a high road where none existed.
