You are thinking of punctuated equilibrium. And the mechanism is not quite as you described. Evolution is always happening. Significant changes occur when there are challenges, usually environmental. As long as things are stable where the bulk of the organisms are, they can out-compete those who have adapted to different environments. When the environment changes to something closer to what one of the fringe groups has adapted to, then there is a (relatively) quick change in population.
