(Jeff, the special forces guys were pulled back from the *one and only* daily flight from Tripoli to Benghazi by the Chief of Africa Command under whose command all American troops on the continent of Africa fall..)

That was the Pentagon's testimony.

He said he ordered them back for two reasons:

1) By the time they could have arrived in Benghazi (late afternoon, second day) it would have been too late to do any good... everyone already being dead he didn't want to risk another 'Blackhawk down' scenario.

and,

2) He feared that the Benghazi attack might have been a feint, a ploy to pull protection away from the US Embassy in Tripoli... so he ordered those guys to rush back to the Embassy to shore up it's protection.
