"As the American presence dissipated" The American presence didn't "dissipate". It hightailed it out of the country. Picked up and left. We were all ready for it to end, but we shouldn't have in that manner. Unlike many of the decisions the Left complains about Bush for making, the decision to walk out in this way was clearly a mistake on the day it was made.
