When the campaigning started, Phelps is quoted as stating that instead of trying to raise large amounts of money for media advertising, that he would "jog and bicycle from one end of Kansas to the other in his campaign for the Democratic nomination for governor this year...." As he began his bicycle tour, he stopped in Lawrence where he is quoted as saying that increase property taxes was a major concern. He also stated that although age 60 he is able to do this bicycle tour because he is a triathlete.

In one article at this time, it mentions Phelps "and his support personnel, driver Chris Davis and cyclist Brent Roper. This article (dated 1990) states that Phelps began competing in triathlon events 21 years ago. In May he announced that his running mate (for the post of Lieutenant Governor) would be K.C. Groves of Kansas City, age 65, a retired postal employee. Another report a few days later mentions that he had won nine gold medals in the Kansas Senior Olympics last year. This article also mentions that he was accompanied by daughters Rachel and Abigail "the youngest of his thirteen children" and his son Fred Phelps Jr. He was for smaller government, believing that if all branches were "debloated" that property tax would be unnecessary. In Jun he stated that if elected he would not accept his salary.
