But the community can also fire the teachers. Nothing to prevent that. Unions don't prevent that, they just intercede when it is potentially unfair.
You obviously know nothing about teacher's union contracts. Unless a teacher is convicted of a felony, it is almost impossible to fire one. NYC used to have several hundred teachers who had been banned from teaching, mostly for sexual misconduct sitting in an empty building all day collecting paychecks. They recently ended the charade and no longer make them even pretend to show up for work, they just get paid. Some are past standard retirement age, but keep "working".
