What's in place in Salt lake City is a strong family value system (Mormons) that culturally discourages single parenthood and i think that explains the regional differences.

That's Salt Lake. Mormonism doesn't apply to MPLS, Seattle and Boston...........and yet blacks are more likely to succeed in those cities than in other cities. Why?

I agree that strong family values help......but I know in Seattle and in MPLS it goes way beyond that.
