Absolutely not. Instead look at the crime rate, the construction of new housing and condominium complexes. the growth of quality in the E. Palo Alto school district etc. etc. That is the yardstick, at least for those who invested because investor's always want to know if their current investment has any returns and what is the potential for future ROI.

We say that we need to be "App store" thinkers where we identify gaps for improvement and go ahead and improve instead of saying look how we have improved by looking at what we were yesterday. No my friend, look at what we can be tomorrow.
