This could simply be a sales tactic taught and recommended by the crew chiefs of groups of kids who are selling door-to-door in a neighborhood and changing neighborhoods day by day. The theory being that it is easy and quick for the resident to say "No" to a salesperson at the door, but it is harder to reject a request for water from a thirsty kid, so the resident allows the kid into the home to be given water. At this point the salesperson kid is no longer a 'stranger at the gate' so to speak, but has become a kind-of guest in the home. While being watered the salesperson can then engage in complimentary statements about the furniture or Aunt Millie's portrait and offer a few endearing observations about their own family and then having established a more friendly link with the homeowner, move into the subject of widget polish or magazine subscriptions or whatever is being sold.
