Nope--don't think so. Atheists follow other cultural norms--doesn't mean they don't have cultural values to which they conform--like being law abiding. Possibly if there were still outlaws living in the badlands of South Dakota--one might make a case for them I think.

Or if one owned an island not subject to any other rule then maybe one could make it up as one went along there. But if you are selling real estate in Alaska (Koan) there are all sort of cultural norms one would have to observe I would think.
