Yes, it is the expectation, but expectations don't always work out as planned. Perhaps due to the CEO's failure, perhaps due to exogenous factors over which he had no control. Or perhaps there was not a clear vision of what the expectations were, or maybe some stockholders had higher expectations than others.

When everything is considered, none of provides a basis for not paying the guy what they were contracted to pay him, unless it can be shown there was criminal activity or negligence involved. And I'm pretty sure it can't in that case.
