Disclaimer : I don't have Elements, I use Photoshop since I have that at work and I use my kid's computer (academic discount and they're artists) when at home :-), but these are the tools in the program that you need - and after searching it seems that Elements has the tools that you want.

WIth layers you can make all sorts of tweaks and keep going back to the tweaks to tweak it some more, lessen or enhance the effect of the tweak, or change you mind and get rid of it completely. THere are also some effects that are pretty much doable only if you have layers. So:

You tweak stuff you add to the photo - usual trick is to make a copy of the photo and place the copy in the layer so you can make changes without affecting the original with all the advantages described above.

To limit your tweaks to specific areas of an existing photo or layer, you use masks, and it looks like Elements has that as well:

Or you can select areas and them manipulations affect only the selected areas:

Of course when you make a change, you might create harsh/apparent transitions in the picture - sharp edges to the changed area so selections might need feathering and Elements has that too. Using some layers tools can do that also, but I don't know the extent of layers tools.:
