The point is they did play an important role in building America, and most of the actions of most of them where positive.

To the extent that some of them did some things that actually deserve the title "robber barons", they mostly did so through government, not because an absence of government involvement.

Protection from competition, government contracts given out to friends of politicians rather then who can do the best work at the lowest price or who has a history of reliably, bailouts and subsidies from the government etc. is all the government sticking its nose in, not staying out (and the protection from competition is even regulation).
