The crooks wouldn't have been making the loans had not the government offered them a guarantee---unless they were able repackage them in slices (bundles/tranches) to private investors. This may be what happened and might explain Freddie and Fannies diminished involvement--as you assert.

Let me just say that the important point for me going forward is whether Obama's newly proposed mortgage system is viable and can garner the necessary political support. It sounds better to me, and the bankers seem to like it also.
