Our Take: Dominion is next in line to be reviewed by the DOE for non free trade
agreement approval for its LNG export terminal. DOE is continuing at its stated
pace of one decision every ~60 days. The announcement timing and result
increase our confidence that Dominion will receive approval to export to non-
FTA countries from Cove Point.
This is a positive data point for Dominion, but the
Department of Energy reviews each application on a case by case basis. In
addition, we note that LNG export terminals add to the list of MLP qualified income
generating projects for Dominion which would support the argument for this
transaction structure.

LNG Project Queue — Today, the DOE issued a license for the Lake Charles facility to
export LNG to non-free trade countries. The announcement essentially confirms the
DOE is moving through the project queue in the order in which applications were
received. At the current rate of approval, we estimate SRE should receive a license to
export to non-FTA countries by the end of the year. This should put SRE on schedule to
receive a construction permit from the FERC in February 2014. Given the number of
projects that have been approved, we believe the DOE and FERC are taking the view
that the markets will determine which facilities get built. This means the projects that
actually move forward will be those that have strong sponsors, are credible operators
and have experience in project management.
