Probably forever.

Like so many other bad laws, there is just no one willing to even consider it.

Even obviously stupid law -- like the Civil Forfeiture law which permits police departments to create slush funds out of seized property -- gets no attention.

I think it is a downside of having a full-time Congress. You eventually get so much bad law that no one has time to even think about doing away with it.

If any presidential candidate ran on a serious platform putting the elimination of bad law at the top of his agenda, he'd have my vote, regardless of his political leaning. "This administration isn't about creating legislation, it is about getting rid of bad legislation." That's someone I could get behind.
