I didn't say they were breaking the law, I maintain we need laws to prevent it.
None of your European socialist paradises tax foreign income, the US is unique in that regard. If that law were passed, many companies would simply move their HQ to more friendly jurisdictions and take many jobs with them. How will that help us?
