That Hoover did nothing is a common misconception. He greatly increased government involvement in the economy (which is part of the reason why the Great Depression became the Great Depression)

As for FDR, he didn't save anyone, the depression continued for a long time. Some of his actions (like leaving the gold standard) helped, but others were harmful. And he didn't so much sign about caring about what people need. People needed food, FDR presided over a vast destruction of food. People needed lower prices, he had government agents go after people for discounting. People needed flexibility to run their businesses in different ways to respond to difficult conditions, FDR pushed more and more centralized government control of business activity.
