At any rate, they've run up 4B in debt by not living within their means. If the District has loss money on interest rate swaps, that's on THEM -- they were gambling instead of running the schools. It is just one more example of liberals living beyond their means. And you do it everywhere. There is a reason the blue states are all neck deep in debt, unable to pay their own bills, and and looking to rest of us to bail you out.
