I fundamentally don't understand the reason for these exchanges.

I thought the reason for the exchanges was to allow people to go to one supposedly organized and highly publicized place to get good information about what to do, what plans are being offered, what their cost and coverage is, and how to sign up. Without all of the fine print and usual bafflegab.

CoverOregon would still like the biz, because they get a nearly 3% cut.

They have to be financed in some way. But -- Three percent of what?
