Ted,
You just hit on one of the reasons why I left S. CA. The water situation in the SW is precarious at best. The CO river has turned into a trickle. And LA has had normal or above normal rainfall for only 4 of the last ten years.
You left SoCal shortly before I got there. Other than some voluntary water-savings measures, I never experienced any water crisis while I was there.

The only evidence I've seen of water shortages are (a) reservoirs that are clearly more shallow than they normally are, and (b) signs on farms alongside I-5 protesting the "Pelosi-Boxer-created water shortage."
