Ten, the water S. Cal relies on all comes from elsewhere. It's naturally a semi-arid desert, with no big rivers to speak of. Other places that are also growing, and need the formerly "excess" water themselves now. Like Las Vegas, S. Utah, etc.

The clock is ticking on S. Cal's water supply. They need affordable de-desalinization yesterday.
