Let me clarify. They did say the reason of the delay.

But as to your comment that they did nothing before PVCT....you tongue in cheek in the question because you were there nearby on the outside looking in. From my understanding that was Photogen laser technologies that they sold off and closed down when they had the eureka moment for using rose bengal in treating cancer.
