The wiki link just gave me the general history of Garfield high. No data on graduation rates and no data on whether it was working for kids in disadvantaged neighborhoods.

Attempting to find out more information I googled Garfield High Seattle. This gave a mixed bag of articles one of which said that in 2006 the graduation rate there had dipped to 58%. I know that isn't today and that city officials, or maybe county officials, or maybe both were working to turn this around. However, since this is your example of one thing that may work to provide solid education for welfare kids I don't think, on the evidence presented, it demonstrates that. I do agree that it is an example of an attempt to inject good education into a poorer neighborhood.

Secondly, if there were specific examples in your text books etc. you used during your master of education studies, I don' t understand why you can cite those examples to buttress your arguments. Then we can be talking about something specific here instead of vague generalities.
