Until such a time when the SEC stops playing games, like settling for fines that are a small fraction of the money being "manipulated", it's hard for me to think they are "getting off their duff".

I understand the process and why they settle like they do. However, the ultimate outcome is that brokerages will continue to game the system as often as they can. A slap on the wrist and then back to doing more damage/fleecing.

The SEC likes to tout high price fines but rarely do they tell us the real story. They "agree" to let the offending party off easy. Dropped without conclusions of "guilt or innocence". Except we all know the obvious, no one pays millions or hundreds of millions in fines unless they are clearly guilty. NO ONE would be that stupid.
