Well what you ended up pointing out was that welfare moms with kids who had colds were clogging up ER's. That's what I saw. Skin in the game only works if people have skin. The very poor have no skin. If they had skin, they would not be the very poor. The way to "cure" the problem is to lift the poor out of poverty. Then they will have skin, which they can put in the "game".
