They should do it, but the real problem is in the states. I heard one commentator, and I think he was correct, say that this Holder saying they're not going to do what they haven't been doing anyway.

If I were president my first act would be to pardon all non-violent drug offenders and my second would be to tell state governors if they didn't do the same I would do everything in my power to make their lives more difficult.

This country is totally insane when it comes to locking people up for nothing.
