Because that is how they operate. Remember the "not intended to be true" statement on the floor of the House(IIRC)? Or, for that matter, most of Romney's campaign? In their echo chamber they have gotten used to exaggerating for effect and just flat out making stuff up. Romney had to trot some of it out to placate the base which was used to the mythology they had created and it made Romney look detached and ill-informed.
