Your 'a' is false because government intervention can fix the problem by reducing the rate of CO2 emission growth, providing iron compounds for the polar seas and other steps that really can not be done on the level of individuals. As to turning back tides, find another metaphor. That happens all the time. In places where tidal change is extreme, that can be used to generate power. Which reduces the peak tide. And the converse can happen. I remember a case a couple of decades ago where the Canadians had closed off part of a bay on the US-Canada border resulting in a change of the resonance period of the bay. That resulted in much higher peak tides on the US side and that made people unhappy...

I will grant you part of 'b' because it is pretty clear that social conservatives love government intervention. Transvaginal ultrasounds anyone?
